The Directorate of Administration and Finance shall exercise all powers reasonably necessary, to fulfil the following functions of the Ministry—

• Preparing budget proposals in consultation with other Directorates;
• Keeping records of positions in conformity with the nominal roll of the Ministry;
• Implementing the approved budget and supervising and advising on its expenditure;
• Rendering technical advice on matters relating to terms of service, employment and dismissal of employees of the Ministry; and
• Performing any other functions and duties that may be assigned to it, or which are reasonably related to the forgoing activities.
